The City of Chandler’s financial policies set high standards for stewardship over Chandler's financial resources and provide a guide for sound fiscal planning, budgeting, accounting, and reporting. They have been in place for many years and are reviewed periodically to ensure they meet best practices. Some Cities only document policies in a few areas, but Chandler has detailed policies in 8 areas of financial management (Operating Manager, Capital Management, Reserve, Debt Management, Long-Range Financial Planning, Grant Management, Investment, Accounting, Auditing, and Financial Reporting).
Additionally, the policies crystalize sound financial practices, that have been relied upon and consistently applied through the years. They were applied to effectively address the great recession and get us back into a structurally balanced budget (ongoing revenues=ongoing expenses) in less than 3 years. Following these financial policies have been a contributing factor to obtaining our AAA bond ratings, as they have helped us remain fiscally sound through the years.
