Is it possible to get Riggs Road paved with the tar that makes the tire noise less noisy?
The question refers to a substance called "rubberized asphalt." Studies have shown that it is effective in reducing noise when the speeds are 55 MPH or greater so it has been used on freeways, but it is more expensive that conventional surfaces and more difficult to work with.
There are other surface applications we have utilized in the past that have proven to reduce noise. We will have our streets maintenance team look into it.
